The draft legislation, submitted by the Ministry of Development, is currently under public online consultation until March 13, 2026. The proposed changes affect key aspects of outdoor commerce, from the licensing system to how market stalls are allocated and the creation of new types of markets.

The provisions, included in Articles 167 to 197 of the bill, aim—according to the ministry—to address long-standing dysfunctions, bureaucratic procedures, and practices that had effectively created closed structures within the market.

Markets exclusively for producers

One of the most significant reforms in the new framework is the possibility of establishing street markets where only producers will be allowed to participate. In these markets, only individuals holding a producer-seller license for outdoor trade will be permitted to operate.

The creation of these markets will be decided by the relevant authorities. Producers wishing to participate must secure a stall through a public call issued by the market’s operating authority.

This measure aims to strengthen the presence of farmers themselves in street markets and limit the role of intermediaries. In practice, the model seeks to increase direct sales from producer to consumer.

New geographical structure in Attica

Article 169 introduces the concept of a “Core of Street Markets” for the Attica Region, a system intended to better organize the operation and supervision of markets in the country’s most active commercial area.

Under this framework, all existing and future street markets will be grouped into ten geographic sectors: the A, B, C, D, E, and F sectors of Athens, the A, B, and C sectors of Piraeus, and an additional sector covering the rest of Attica.

This new structure aims to improve coordination and oversight in a region where street markets are a key channel for distributing agricultural products.

End of license renewals and electronic stall lotteries

Another major change is the abolition of the license renewal process for outdoor trade. At the same time, the system for issuing new licenses will be simplified to speed up procedures.

An electronic lottery system will also be introduced to allocate market stalls to both producers and professional vendors. The goal is to increase transparency and ensure equal access to available market positions.

License validity periods

The new framework sets different validity periods depending on the type of activity.

• Outdoor trade vendor licenses will be valid for five years from the date of issue or the last renewal.
• Licenses for scrap-collector markets and Sunday markets will have indefinite validity, but will not be transferable.
• Licenses issued digitally through the “Open Market” (OPSAA) information system will also have indefinite duration.
• For short-term or thematic markets, activity permits will be valid for one year.

Faster licensing process

The bill also accelerates the process of issuing outdoor trade licenses.

Applicants will need to submit a digital certificate of current business status from Greece’s tax authority (AADE), issued within the last six months.

They must also submit their most recent OSDE declaration (Integrated Administration and Control System), which concerns the previous calendar year.

Under the new system, the competent authorities—regional bodies in Attica and Thessaloniki and municipalities across the rest of the country—will be required to issue licenses within five working days after all required documents have been submitted.

Transfers, stall allocation and penalties

The bill also introduces provisions concerning stall allocation, license transfers, and penalties.

Among other measures:

• Seasonal stalls must be allocated specifically to producers.
• Sanctions will be imposed on authorities that fail to promptly announce available vacant stalls.
• The restriction on the number of stalls a vendor can apply for will be abolished.
• Vendors will be allowed to transfer their license to relatives up to the third degree.

These changes are expected to influence both the operation and competition within street markets, creating a new framework for producers and professional vendors.

Support measures in case of natural disasters

Article 195 introduces a mechanism designed to protect producers’ income in the event of natural disasters or crop diseases.

If a producer has submitted a damage declaration to the Greek Agricultural Insurance Organization (ELGA), they will be allowed to source products from another producer within the same regional unit.

This will be permitted for quantities up to 50% of the products listed on the producer’s license. The measure aims to ensure that producers can continue operating and maintain their income even when their own production is affected by unforeseen events.

Visibly emotional as she left the Five-Member Court of Appeal for Felonies, Magda Fyssa, the mother of the murdered Pavlos Fyssas, expressed her satisfaction with the court’s decision regarding Golden Dawn, saying that “we won.”

“We’re done… After 11 years, we’re done. Today I’m going home with the thought that I will never again have to stand among those who murdered my child and spread hatred in society. Today I’m going home with my heart just as torn, but also a little more relieved, lighter. Eleven years of struggle, and I thank everyone who fought this battle with us. Thankfully, they were not few,” Ms. Fyssa said.

“Pavlos, we won. Even though we lost…” she said emotionally and added: “you crushed them. You crushed them, my child. Thank you for everything. Not an inch of land to any fascist. Not an inch, not a single step back. I’m taking my Pavlos and leaving. I bid you farewell, goodbye.”

As she exited, Magda Fyssa was holding a placard that read:
“Pavlos, we did it! Golden Dawn is definitively a Nazi criminal organization. You exposed them.”

It is recalled that the appeals court upheld the original conviction of Giorgos Roupakias, the murderer of Pavlos Fyssas, sentencing him to life imprisonment plus ten years in prison.

STORY #1 – Florida lawmakers just passed one of the boldest medical freedom bills in America, and the move could ripple across the country.

The bill, known as the Medical Freedom Act (SB 1756), cleared the Florida Senate in a 23–15 vote and supporters say it marks a major push for medical autonomy.

At its core, the legislation creates a new “conscience exemption” for vaccine requirements in K–12 schools, giving parents stronger authority over medical decisions affecting their children. It also requires schools to provide detailed information before a vaccine is administered and before parents apply for an exemption.

The bill goes further by reinforcing Florida’s ban on discrimination based on mRNA vaccination status and adding protections against forced vaccinations during future emergencies.

Another headline-grabbing provision would allow ivermectin to be sold behind the counter to adults 18 and older without a prescription.

A similar bill has been introduced in the Florida House, but its fate there remains uncertain. If it clears the lower chamber and reaches the governor’s desk, Florida could become the first state to implement protections like these.

STORY #2 – Governments across the world are suddenly reviving policies that look eerily familiar: remote work mandates, travel discouragement, and fuel rationing—all triggered by a rapidly escalating global energy crisis.

And this time, it’s not COVID-19 driving the restrictions. It’s oil.

As war in the Middle East disrupts fuel supplies and sends prices swinging, governments from Southeast Asia to Europe are scrambling to conserve energy. In Vietnam’s capital, Hanoi, officials are even encouraging residents to ditch their cars entirely, recommending public transit, cycling, and carpooling as fuel costs surge and petrol stations shorten hours.

But the trend is spreading far beyond Southeast Asia.

Pakistan is shifting large portions of its workforce to remote work, reducing office staffing to roughly half capacity and introducing four-day workweeks in some departments. Schools and universities are moving online to cut commuting and conserve fuel.

The Philippines is rolling out similar measures, including four-day workweeks in executive offices and expanded remote work across both public and private sectors to lower fuel consumption.

Bangladesh has already closed universities to conserve electricity and transportation fuel, while Myanmar has begun rationing fuel by forcing half the country’s private vehicles off the roads each day based on license plate numbers.

Meanwhile, in the UK, motorists are being advised to drive less, while authorities in India have invoked emergency powers to ration LPG supplies for restaurants and businesses.

And in Australia, the crisis is already hitting the ground. Farmers report empty diesel tanks, stalled machinery, and canceled deliveries, while some petrol stations are limiting customers to just $20 of fuel as panic buying spreads.

If energy shortages deepen, these early conservation measures could quickly evolve into something far more restrictive.

The question now is obvious: are we watching the first phase of global energy lockdowns?

If the situation in the Middle East does not resolve soon, these measures may only be the beginning.

The ruling party reaches 31.5% in vote estimate (up from 29.5% in January) and increases its lead over PASOK from 16.5 points to 18 points. The main opposition party also records a small gain of half a point, appearing to consolidate its second place, four points ahead of Plefsi Eleftherias, which remains stable at 9.5% in vote estimate. It holds a half-point lead over Greek Solution, which shows marginal losses (–0.5 in voting intention).

The Communist Party of Greece (KKE) remains steady at 8%, while SYRIZA gains half a point, reaching 6% in vote estimate. Pulse recorded a half-point loss for Voice of Reason, which nevertheless remains at 3%, while the rest of the parties trail further behind.

A slight drop of half a point is also recorded for the “grey zone” of the electorate (abstention, undecided voters, blank or invalid ballots), although it remains at the relatively high level of 18%.

Cross-party support for actions regarding Cyprus

Public concern about developments in the Middle East reached 79%. Citizens say they are primarily worried about the economy (39%), followed by the possibility of military involvement (23%), while 12% are concerned about a potential humanitarian crisis and increased migration flows.

Nevertheless, the government’s handling of the situation—especially the measures to protect Cyprus—enjoys broad cross-party support (except among voters identifying as “left-wing,” although even there 44% evaluate the actions positively).

Approval rates by political orientation are:

• 73% among the center-left
• 80% among centrists
• 87% among the center-right
• 89% among right-wing voters

Positive opinions also reach 70% among people who say they do not identify with any political ideology.

Overall approval of Greece’s decisions and actions on the current international stage—a question referring to the country’s entire foreign policy—also remains high.
47% respond definitely or probably positively, with approval reaching:

• 38% among voters in the “grey zone”
• 64% among former ND voters from the 2023 elections who are currently disengaged
• 94% among current ND voters

New political parties

Support appears to be slightly rising for Alexis Tsipras’s potential party, with positive views increasing to 12% from 11% in January, while those expressing interest in the emerging political formation increased by two points.

On the other hand, Maria Karystianou loses two points in positive views (from 15% to 13%) and three points in interest.

The poll also confirms that support for a potential Karystianou party is now mainly found among:

• Right-wing voters (15%)
• Centrist voters (14%)
• Voters who refuse to place themselves on the political spectrum (22%).

Three sailors are missing after an attack by the Islamic Revolutionary Guard Corps on a ship in the Strait of Hormuz.

With a personal message, a crew member bid farewell to the ship Mayuree Naree, which was attacked on Wednesday by the Revolutionary Guards.

The Thai-flagged cargo vessel was attacked on Wednesday while sailing near the Strait of Hormuz. It had departed in the morning from Khalifa Port in the United Arab Emirates.

The ship-owning company Precious Shipping said that three crew members are missing and are believed to be trapped in the engine room. It also stated that it is cooperating with the relevant authorities for their rescue.

The remaining 20 crew members were safely evacuated and reached the coast of Oman.

The Revolutionary Guards in Iran acknowledged that they carried out an attack on two ships in the Strait of Hormuz, including the Thai-flagged vessel Mayuree Naree.

They claimed that the ship ignored warnings and attempted to pass illegally through the strait.

A Thai sailor posted photos of himself after being rescued from the ship.

In one post he wrote: “Rest now. It’s time to rest. I hope everyone else is safe,” referring to the vessel.

In another comment he wrote: “Sorry I couldn’t bring you home. Didn’t they say they wouldn’t hit Thai ships?”

The three ships that were hit

According to information from EOS Risk Group, the bulk carrier Mayuree Naree was attacked while it was anchored.

The Japanese containership One Majesty suffered partial damage to its hull during an attack near Ras Al Khaimah, but remained seaworthy and able to continue its voyage.

The exact circumstances of the attack on the third ship, which was near Abu Musa Island, are under investigation.

According to AIS data analysis, within less than 24 hours 15 ships were recorded crossing the zone, of which five appear to have transmitted false data, leaving 10 actual ships.

Of these, four are linked to Chinese owners or crew. Four vessels had routes from or to Iran, while one LPG VLGC tanker under sanctions was in SOH, and one more had no available IMO information.

Measures to curb teen addiction to betting and gambling in Greece are being requested by the Hellenic National Bioethics and Technoethics Commission, which has issued a Recommendation addressing the phenomenon.

The Recommendation highlights the rapid growth of digital betting and gambling applications as a key factor behind minors’ increasing familiarity with such activities, even though legislation already prohibits their use by underage users. It stresses that, beyond controlling illegal applications, it is necessary to limit advertising of legal apps as well, when teenagers may be among the audience—primarily for public health reasons, in order to prevent addiction.

The Commission also notes that special user identification measures should be introduced to prevent minors from indirectly accessing these applications.

The Commission believes that the state must adopt targeted measures to protect adolescents from general exposure to gambling, beyond the control of the illegal gaming market, for which a legislative initiative has already been announced.

The goal should be to curb the worrying rise in addiction cases observed in recent years, due to the rapid expansion of this particular “market.” Specifically:

• Advertising on radio and television should be regulated by law, especially during high-viewership and high-listenership periods (for example during sports broadcasts or programs). Responsibility for establishing the relevant regulations belongs to the General Secretariat for Communication and Media, while enforcement falls to the National Council for Radio and Television (Greece).
• At the initiative of the Hellenic Gaming Commission and in cooperation with companies in the sector, a similar provision should be added to the Advertising and Communication Code as part of the market’s self-regulation.
• Conditions should be introduced regarding the frequency and content of online advertising. In this case as well, responsibility for setting the rules lies with the General Secretariat for Communication and Media, while enforcement lies with the National Council for Radio and Television.
• The Ministry of Education (Greece) should launch awareness initiatives within schools to inform teenagers about the risks of addiction. This initiative should be combined with the already planned cooperation between the Hellenic Gaming Commission and the National Organization for the Prevention and Treatment of Addictions (Greece).
• User verification should make use of the Gov Wallet infrastructure, where citizens’ identity data are securely stored in an interoperable system (as is also being planned for minors’ access to social media platforms). This would prevent minors from bypassing current verification procedures and accessing betting platforms through anonymous prepaid cards. The proposal follows the Commission’s recent declaration on protecting children from harmful algorithmic effects on social media.

A related initiative should be undertaken by the Ministry of Digital Governance (Greece) in cooperation with the Hellenic Gaming Commission.

Within the same framework, the Ministry of Finance (Greece) should introduce measures to limit the use of prepaid debit cards, which are currently the most common transaction method among younger age groups.
